The leader of the province wants a
major effort to be made to improve the health services in both the provincial headquarters and
also the surrounding rural areas. - The Government has to provide equally to all parts of society, no matter their class, because it is
there responsibility for the welfare of all citizens within the province of Oobunta.
- Do foreign governments need to intervene? And provide financial aid to the local Government?
Oobunta is the only major centre with a hospital. In some of the surrounding
villages there are clinics; elsewhere there are no healthcare facilities. - The Governemnt needs to think logically of whether 1 hospital in the region will be able to physically
provide for all citizens in Oobunta.
- Is this a private or public hospital?
- What are the fees for this hospital?
They have reliable access to
the Internet, e-mail and a private online medical expert system based in the nation’s capital. - What are the privacy and security measures taken to ensure the system can be accessed safely, without
beign vulnerable to malicious users or hackers?
- Privacy and Security laws within Africa?
- Are they being taken seriously?
Healthcare within Africa - Is it one of the major concerns for the Government?
- How much weightage is it beign given in comparison to other necessities such as Food, Shelter, Education?
- Which one of the above is the government's number 1 priority?
Healthcare Workers and Employees - What qualifications do they have?
- Are they trained to use the IT systems?
- What kind pf training would they need to recieve?
Problems with connections with outlying villages - How can the government ensure sufficient communication between hospitals and villages?
- What kind of technology within a realistic budget set by the Government can be used to increase successful

In 2008, Internet coverage was good in Oobunta and major provincial cities but poor or
non-existent in rural areas. The government has recently started improving Internet coverage,
including WiFi and Broadband Wireless Access, as well as increasing the number of cell (mobile)
phone providers licensed to operate in the country. - In order to improve availability to IT technology it is teh government's responsilibty to first implement
a system, and then private companies will take over, after realising teh deman for such technology in
an area such as Oobunta
- This has been evident in the number of cell phone providers increasing.
